The Victorian Energy Upgrades (VEU) program provides upfront discounts on heat pump hot water systems. Installers accredited under the VEU scheme apply the discount at point of sale - you can save $500-$1,000 depending on your current system and the new heat pump.

How the Victoria Heat Pump Rebate Works
VEU-accredited installers earn Victorian Energy Efficiency Certificates (VEECs) for upgrading inefficient systems to heat pumps. They pass this value to you as a discount. The amount depends on the efficiency of the system being replaced and the new system's rating.
Eligibility Requirements
- ✓ Victorian residential property
- ✓ Replacing an existing electric resistance, gas, or old inefficient system
- ✓ Installed by a VEU-accredited provider
- ✓ Property in a Powercor, CitiPower, Jemena, AusNet, or United Energy distribution area

- 2 Get a quote showing the VEU discount clearly
- 3 Confirm system is on the VEU approved product register
- 4 Proceed with installation - discount applied automatically
Ongoing Savings
Victorian electricity feed-in tariffs of 4-7 c/kWh mean that solar-heated water via a heat pump is far more valuable than exporting the same energy. Most systems save $700-$1,200 per year in running costs.
Former Victoria Heat Pump Incentives
The Energy Saver Incentive was the predecessor to VEU. The Solar Homes Program does not currently cover heat pump hot water systems.
